🇷🇺 «LGBT extremism» · since 30 Nov 2023
Russia is the only jurisdiction in the world where the "international LGBT movement" is recognised as extremist. This is not the 2013 propaganda law — this is a criminal offence under Art. 282.1 and 282.2 of the Criminal Code, with sentences up to 10 years. For many migrants from Central Asia, Russia used to be a transit country: after 2023 — no longer. This page describes the post-2023 reality.
The law — three waves
2013: "propaganda" among minors
Federal Law 135 "On protection of children from information that harms them". Fines for "propaganda of non-traditional relations" among minors. Enforcement — site blocks, fines for social media, restrictions on media.
December 2022: law extended to everyone
Federal Law 479 removed the age threshold. Now any public mention of LGBT — fine up to 400,000 roubles for individuals, up to 5 million for legal entities, up to 4 million for foreigners + deportation.
July 2023: trans ban
Federal Law 386 banned legal and medical gender transition. Transgender people lose access to HRT via state health insurance, to surgery, to document changes. Existing marriages involving a trans person are annulled; adopted children are taken away.
30 November 2023: "LGBT = extremism"
The Supreme Court of Russia declared the "international public LGBT movement" an extremist organisation. This is CRIMINAL, not administrative. Art. 282.1 — organising extremist activity (up to 10 years), Art. 282.2 — participation (up to 6 years). A rainbow flag and pro-LGBT posts qualify as "symbols". By June 2025 — 20+ criminal cases, first convictions in 2024.
Real risks
Social media = criminal
An "I'm gay" post, a rainbow flag, mention of Pride, a like on LGBT content — can qualify as "participation in an extremist organisation". Real cases already exist. Deleting a post doesn't save you — the FSB recovers it via VK / operators.
Raids and provocations
Since December 2023, police have been raiding gay bars (Moscow, Petersburg, Yekaterinburg) — document checks, photos of detainees. Grindr provocations are documented. The goal is not mass imprisonment but fear.
Migrants from Central Asia — double risk
Detention under "extremism" for a citizen of Uzbekistan or Tajikistan means: (1) a criminal case in Russia, (2) deportation, (3) handover of data to the country of origin (Russian Interior Ministry cooperates with the Uzbek / Tajik Interior Ministries). This is a catastrophic scenario. Grindr in Russia for a CA migrant is a very bad idea.
Work and business
Open LGBT status in the public sector, education, medicine — dismissal. In IT and international companies (leaving Russia) — still tolerated but not publicly. Business risk: any LGBT tint in marketing = fine + closure.
If you're detained
First hour
□Stay silent. Art. 51 of the Constitution — right not to testify. Do not give statements before a lawyer. No "explanations".
□Demand YOUR lawyer. Not a state-appointed one — your own or via OVD-Info / "First Department". A lawyer under Art. 51 will read the FSB request for you.
□Do not unlock your phone. Searching a device requires a court order. Don't give the password. Russian services demand a "panic" PIN — set it up in advance.
□Do not sign anything. Especially "confession". "I have been informed, I disagree with the report" is a safe formulation.
□Call a human rights defender. OVD-Info (+7 925 106-60-42), "First Department", "Memorial Support". They have a network of lawyers across Russia.
□CA citizen — straight to the consulate? No. There will be no help, and the data will go to the Interior Ministry of your country of origin. Only a human rights defender.
Health
HIV test
Anonymous AIDS centres operate across Russia, anonymous by law. In practice — don't show you're MSM, answer questions about sexual practices carefully. Treatment is free under state health insurance for Russian citizens; for migrants — only paid or through NGOs.

Most LGBT-friendly therapists have emigrated or work only online. Alter, Meta, YouTalk — private platforms with Russian-speaking therapists outside Russia. Payment via Wise / non-Russian bank card.
Trans health after 2023
HRT under state insurance — blocked. Commercial doctors — risk of criminal charges. Practical routes: self-order hormones from Turkey / Armenia / Kazakhstan, online consultations with doctors outside Russia.

Public — destroyed
Russian LGBT Network closed in 2022, "Vykhod" — in 2022, Coming Out — in 2018. The main Russian-language resources and teams now work from Tbilisi, Yerevan, Berlin, Amsterdam.
Human rights
OVD-Info, "First Department", "Memorial Support" help those detained in Russia. "Svechka" (Tbilisi) — emergency help for queer people in crisis.
Online
Closed Telegram chats work, but bear in mind Telegram in Russia partially hands data to security services. VPN is mandatory. Reddit, Twitter, Discord — via VPN.

Historical perspective
